Integrasi Keamanan Pesisir Berbasis Komunitas: Revitalisasi Siskamling dan Inovasi Gerakan Jaga Laut Di Desa Ona, Kepulauan Sula

Security in archipelagic regions faces structural challenges due to the imbalance of police personnel ratios and fragmented geographical characteristics. Ona Village in the Sula Islands, as a priority coastal area, experiences double vulnerability regarding conventional criminality on land and fishing gear theft in its waters. This community service program aims to build an integrated security system through the revitalization of Siskamling and the 'Jaga Laut' movement innovation. The implementation method uses Participatory Action Research (PAR), encompassing deliberation stages (Maksaira), capacity building, physical implementation, and system institutionalization based on the local 'Jaga Sula' philosophy. The results indicate the successful formation of a new Siskamling structure with a kinship-based patrol model, significantly increasing citizen participation. Furthermore, the 'Mini Coastal Post' innovation was established as a maritime monitoring center, effectively suppressing theft rates to zero incidents. The synergy between state law and customary law within the Baku Bae (Restorative Justice) mechanism also strengthened social cohesion. This community-based security integration is recommended as a strategic pilot model for other coastal villages to achieve sustainable and inclusive environmental security independence.
